    Introduce a new binary, nova-periodic
    
    This change allows you to run periodic tasks of nova-compute that
    are marked as being capable of running externally in a separate
    process. This is at the request of Yahoo!, who see latency problems
    with periodic tasks on heavily loaded compute nodes.
