Open Stack

Hi All,

I picked up https://bugs.launchpad.net/openstack-manuals/+bug/897461
about documenting user-data injection and as I look at what I thought
would be a quick paragraph I'm finding what I think is a structural
problem.

The existing info on booting and managing instances is mashed in with
"Image Management" which I find confusing and wrong.  I'd like to pull
the existing bits about  launching and managing instances into a new
chapter and put the user-data injection section there.

If that sounds like a good idea to people I'll open a bug on it & get to work.
