Hi Brian - I emailed CI team member Duncan McGreggor <oubiwann at gmail.com> to request our mailing list and he sent me the relevant info to admin it after he set it up. Pretty sure that'll work the same for an openstack-hpc list. I think it's appropriate - just a matter of having an admin for the list and getting it setup.
