As you know, since Ocata, there are four (4) visibilities: public, private, community, and shared. For backward compatibility with the v1 API, the default visibility has been 'shared'. Because a 'shared' image is only really accessible to other people when they have been added as image members, a 'shared' image with no members is functionally a private image. But, this is scary to end users to see that an image is 'shared' when they create it. Given that the v1 API was removed during Rocky, we no longer need to do this. So we would like to change the default visibility to 'private'.<br><br>To be clear, at the time of image creation, the visibility can be set to whatever the user likes (probably not public, though, unless they have the correct permissions).
