I'd like to highlight here that Tobias has been doing an enormous amount 
of work in the puppet-openstack project, and anyone using puppet should 
thank him for it.

I tried setting-up bobcat recently (just right after I finished the 
Debian packaging) and it worked. The only thing that I didn't test yet, 
is using user tokens for cinder/nova communication, so my setup should 
be broken regarding Cinder (as this is required starting with Bobcat), 
though it should be easy to fix.

Yeah, but for a project like the one I maintain, this is easily handled 
by a small shell script doing the necessary apt work. More on this when 
we're done enhancing it (as we're trying to reduce the API down time to 
a minimum).
