[neutron] PTG flavour: virtual or in person

Hi,
I Agree with Slawek.
The virtual events are perfect to discuss things, but without the salt of
personal discussion during the meetings or around the coffee machines :-)
So it would be good to have an inüperson event, but with a light agenda.
