Hopefully someone with specific knowledge of diskimage-builder on ARM will
respond with some help for your error.

In the meantime, I added "Shipping an ARM ramdisk image" as ann item to our
list to consider during Bobcat PTG at
https://etherpad.opendev.org/p/ironic-bobcat-ptg.
