[neutron][releases] Issue with neutron-tempest-plugin in T, U and V

Hi Ghanshyam, Rodolfo,

Pushed
https://review.opendev.org/c/openstack/neutron-tempest-plugin/+/873351 to
fix the issue in those jobs. Only ussuri jobs are impacted.
Results from https://review.opendev.org/c/openstack/neutron/+/873147 will
confirm it.
