The installation guide (https://docs.openstack.org/swift/wallaby/install/environment-networking.html) uses two additional servers, but it should be possible to adapt the instructions to a single-server setup. You could add Swift to the controller, for example. There are also instructions for an all-in-one setup https://docs.openstack.org/swift/latest/development_saio.html.
