[tc][release] Networking-midonet current status and Wallaby release

Hi,

As Takashi told me that he will not have time to work on this anytime soon and I
don't get any info from Sam, I just proposed patches to deprecate
networking-midonet project [1].
I know that it's very late in the cycle but I think that this will be the best
to do based on current circumstances and discussion in this thread.
