[manila][requirements] FFE requested for python-manilaclient

As already discussed with you on IRC if these changes are merged ASAP and
if Matthew is Ok from a requirements perspective then I'm ok to proceed.

A version of python-manilaclient client have been frozen yesterday so now
we can take advantage of the RFE mechanismes to land these changes that
face a flaky CI.
