Sorry, but you need to provide more context on this problem. For example,
logs from the server and the DHCP agent, backend used, network topology,
etc.

Did you try to dump traffic inside the DHCP namespace (if you are using OVS
or Linux Bridge)? Is the VM requesting this info?
