[Ussuri] [horizon] Cannot Create Port with Fixed IP Address

Hi Radomir,

Thank you for your response. I cannot find any related exception on
error.log. When I enable debugging on horizon, I think the following debug
logs are related. As suggested by you, I will report this bug to Launchpad.
