[oslo] following or not following the DST changes for our meeting time

To summarize, our meeting will be at 3pm UTC during European DST and 4pm
UTC when European DST ends.

We will start adopting these new meeting time slots next week (week 49 -
Monday, November 30) to allow everybody to organize their time accordingly.
