Open Stack

Hi,

We previously planned to retire kolla-cli due to lack of interest, but
at the last minute there was an offer to help support it. That support
is no longer available, and we are not aware of the project having
gained traction since our original decision. We are therefore adding a
deprecation notice [1] to the Ussuri release notes, with a plan to
remove it from governance in Victoria if there is no response to the
call for help.
