Open Stack

Hi,

I wanted to add some prelude section to Neutron's release notes for
stable/ussuri but I screw it up and forgot to do it before stable/ussuri branch
was created.
So now I have patch [1] but notes aren't going to stable/ussuri branch at all.
I found the way how to exclude it from current (V) release notes but is there
any way to somehow force to add it to stable/ussuri's release notes now?
