Open Stack

The new uWSGI 2.0.19 release changed packaging (filename and content)
and thus broke devstack.

The QA team is currently fixing this, changes need backporting to fix
grenade as well.

On master, change [1] was merged to use distro packages for Ubuntu and
Fedora instead of installation from source for uWSGI. CentOS and
openSUSE installation is not fixed yet ([2] proposed for openSUSE).

Thus, right now this should work again:
* Fedora and Ubuntu the devstack jobs on master

Other distributions and branches and grenade are still broken.

Please do NOT recheck until all fixes are in.
