[openstack-dev][kuryr] Not working in ARM64 (as Node)

We're using 2.9.5 on the x86_64 gate and that works fine. I'm not sure
if downgrading could help. This is a Neutron issue and I don't have
much experience on such a low level. You can try asking on IRC, e.g. on
#openstack-neutron.
