[Queens][neutron] multiple networks with same vlan id

Are you trying to create a new network each time?
There is probably some different terminology in openstack vs vmware

A network in openstack defines the underlying L2 switching device/
vlan/ vxlan / gre .. etc

You can add as many subnets to a network as you would like to, and
host routes can be added for each subnet.
