The infrastructure for translations for stable/ussuri is setup now,
first changes are getting proposed.

Please merge both stable/ussuri and master changes. Master will get
translations of the releasenotes.

Note that releasenotes are published from master and thus translated on
master but cover all releases, thus the bot will remove the
stable/ussuri releasenotes translations as they are not needed there,
