[puppet] broken CI for stable/pike and stable/ocata

mailing list.

Thanks Tobias for quick response.

FYI, currently lint job in stable/queens is broken because of the PE
requirement.
I already proposed backport patches to remove that requirement[1], and
confirmed these backports fix the job.
So queens job should be ok after we merge them.

I'll still wait to hear any opinions about retirement from other people.
