[puppet] broken CI for stable/pike and stable/ocata

+1 to EOL the branches, I recently backported a lot of CI fixes all the way back to Queens so those should be fine for now.

If nobody is interested in keeping these branches, I'd propose to make
these old branches eol, so that we can reduce the number of open branches.
