[keystone][horizon][zaqar][tempest][requirements] library updates breaking projects

I emailed a while ago about problem updates and wanted to give an
update.  I'm hoping we can get these fixed before the freeze which is on
Monday iirc.

horizon
This is a newer issue which e0ne and amotoki know about but no existing
review to fix it.

tempest STILL has failures
