[kolla][ovs][networking] LLDP support within an internal network?

Hey Laurent,

LLDP is terminated at the neighbor.
In a physical setup hosts would see the switch and switch would see the
hosts but hosts would not see each other.
That's LLDP for you.
For whatever purpose, you probably want to use a different discovery
protocol.

PS: This is very irrelevant to Kolla.
