Open Stack

Hi,

I would like to propose adding Radosław Piliszek (yoctozepto) to
kolla-core and kolla-ansible-core. While he has only recently started
working upstream in the project, I feel that he has made some valuable
contributions already, particularly around improving and maintaining
CI. His reviews generally provide useful feedback, sometimes in
advance of Zuul!

Core team - please vote, and consider this my +1. I will keep this
vote open for a week or until all cores have responded.
