[Glance] Can Glance be installed on a server other than the controller?

Jordan,

There's no such thing in the OpenStack code as a "controller". This
thing only lives in the docs and in how people decide to deploy things.
Users are free to install any component anywhere.

Indeed, you must be doing something wrong.
