Open Stack

The fuel project has been removed from from OpenStack in 2017 and has no
action for some time, the fuel-ccp repositories are dead as well.

I've talked with Sergey from Mirantis and he confirmed now that those
can be retired.

I'll take care of retiring these repositories now and will retire
all fuel repos in OpenStack namespace as well as the fuel-ccp
repositories in the x namespace.

I'll use topic retire-fuel for the changes,
