inaccessibility of instances page in my openstack installation

I am using OpenStack Stein and Chrome Version 76.0.3809.100 (Official
Build) (64-bit) and just tested this functionality and it seems to be
working as expected.

I went to the instances page, tabbed to launch instance and hit enter. This
brings up the launch instance dialog for me.

What version of chrome are you using?
