[neutron][release] neutron-interconnection release in Train

Hi,

I don’t think that there is anything to release in this project currently.
It has only some basic stuff and it’s not functional yet. Please check commits history for the project: https://opendev.org/openstack/neutron-interconnection/commits/branch/master
