[dev] oslosphinx Sphinx theme is EOL

This project has now been retired. As noted below, anyone still
oslosphinx should prioritize moving away from it as it's currently
broken with Sphinx 2.0 and the issues it has will only get worse with
time. Please reach out on #openstack-doc if you're having difficulties
with this migration.
