[cinder][dev] support-revert-to-any-snapshot

Hey Helen,

The NFS Generic driver relies on QEMU rollback/commit which in some cases
will  merge the intermediary snapshots, so you would loose them. I think
that there are others, really hard to tell, as looking at the code may not
reveal what some backends do internally and I'm pretty sure not all backend
maintainers will promptly inform if they support or not.
