Depending on how that looks maybe?  I'm really not a fan of doing
development on stable branches :(  But I guess if the impact really is
limited to CI it's probably okay.

Nope your density is the same as always ;P

It isn't covered in the stable docs (but should be)  The closest we have
written is:

https://docs.openstack.org/project-team-guide/dependency-management.html#stable-branch-maintenance

and even then it's only a passing comment about raising effective
minimums.  Those docs are outdated WRT the new lower-constraints.txt and
extended maintenance work.
