I would like to propose  Felipe Monteiro (irc: felipemonteiro) to Tempest core.<br>

Felipe has been an active contributor to the Tempest  since the Pike<br>
cycle. He has been doing lot of review and commits since then. Filling<br>
the gaps on service clients side and their testing and lot other<br>
areas. He has demonstrated the good quality and feedback while his<br>
review.<br>

He has good understanding of Tempest source code and project missions<br>
& goal. IMO his efforts are highly valuable and it will be great to<br>
have him in team.<br>
