Since Pike, magnum is running kubernetes in containers on fedora 26.<br>
In fedora atomic 27 kubernetes etcd and flannel are removed from the<br>
base image so running them in containers is the only way.<br>

For RBAC, you need 1.8 and with Pike you can get it. just by changing<br>
one parameter.<br>
