some of drivers in neutron-vpnaas don't have maintainers. [1]<br>
unless someone steps up, we might end up with removing those drivers.<br>

especially, VyattaIPsecDriver will likely be removed in near future,<br>
as it requires a special agent [2] which is difficult to maintain for<br>
those who are not familiar with it.<br>
