I propose that we add Lubosz Kosnik (diltram) as an OpenStack Octavia<br>
core reviewer.<br>

His contributions [1] are in line with other cores and he has been an<br>
active member of our community.  He regularly attends our weekly<br>
meetings, contributes good code, and provides solid reviews.<br>
<br>
Overall I think Lubosz would make a great addition to the core review team.<br>
