As most of you people knows the 'QoS' feature is added in neutron
during liberty release.<br>
It will be nice to have this feature in horizon, so I have added a
'network qos' panel for the same in angularJS.<br>
It will be very helpful if you people reviewing this patches and
helping to land this feature in horizon.<br>

here is some steps how to enable a QoS in neutron.<br>

To enable the QoS in devstack please add below two
lines in the local.conf enable_plugin neutron

enable_service q-qos and rebuild your stack
