<div>Backing up a step (ha), the existing cinder-backup API is very close to useless. Backup needs to apply to an active instance. The Nova backup API is closer, but needs (much) work.</div>

<div>Local storage is a big issue, as at scale we need to extract changed-block lists. (VMware has an advantage here, for now.)</div>
