Sysprep is independent from the Heat templates. Generally providing a sysprepped (and generalized) Windows image in Glance is the best solution.
<div>The Cloudbase-Init installer offers an option to run it [1] and our automated OpenStack image building scripts do the same [2].</div>
<div>The official Windows Server R2 Evaluation OpenStack images come already sysprepped as well [3].</div>

At the current stage we are running templates of any size and type on Havana and Icehouse without problems with Cloudbase-Init, so there are no particular blocking issues, but it’d be great to have a community discussion about what to do with the CFN tools
porting on Windows for example and how to make the Heat produced Nova userdata metadata less Linux dependent.</div>
