The symptom is, after installation completes, creating a network and then launching a VM on it will not succeed. VM will be launching for error. Checking the screen logs show errors in various processes, complaining about oslo (n-cpu, n-sch, q-meta, q-dhcp, ...), kombu (q-l3), and loading certs (q-svc).<br>

The only thing I did after cloning devstack onto my fresh ubuntu VM is to create the localrc as follows:<br>
