I am working through the issues in gate-tempest-devstack-vm-<u></u>quantum-full. There is a test case that attempts to attach an non existent floating ip address to a vm. The call looks something like this:<br>

I am getting a 202 response from the Quantum API. Is this the expected / correct behaviour by the API?<br>
