I ran into this yesterday, in a new VM without openssl installed. The<br>
workaround was to manually install openssl.<br>

There are many ways to make this happen. Glance is the canary in the<br>
coal mine here -- it just happens to be the first thing in the system<br>
that blows up if Keystone auth is not working. This does not<br>
necessarily mean a problem in Glance itself. If you look through the<br>
various screen windows that devstack opens, you may be able to find the<br>
root cause.<br>
