I've made a first stab at this:

* Small number of changes to tempest:
   https://review.openstack.org/#/c/607507/
   (The important change here, the one that strictly required changes
   to tempest, is adjusting passenv in tox.ini)

* Much smaller job on the placement side:
   https://review.openstack.org/#/c/607508/

I'd really like to see this become a real thing, so if I could get
some help from tempest people on how to make it in line with
expectations that would be great.
