[openstack-dev] [barbican] NEW weekly meeting time

Based on a few replies, we'll try moving the Barbican weekly meeting to
3 am UTC Tuesday == 10 pm EST Monday == 11 am CST (China) Tuesday
starting Tuesday March 12 2018 (next week).
