Open Stack

It appears some cleanup work being done in the openstack/releases repo
incorrectly recreated stable/newton branches for many projects. Along with the
branch creation are the three patches to update reno in master and update
.gitreview and constraints in the stable branch.

This was not intentional, and none of these patches should be merged. If you
see them for any of your repos, please just abandon those patches. We will work
on cleaning up the old branches ASAP.
