[openstack-dev] [TC][All] Guidelines for Organisations Contributing to OpenStack

Hello,

Backstory on this topic: conversations started before the Vancouver Summit
about drafting a base set of necessities that we could give to companies to
help them understand what their employees will need if they are going to be
effective contributors to OpenStack.

There was initial brainstorming on this list of guidelines[1]. Then the
Forum discussion in Vancouver[2] happened. Next there was the traditional,
post-forum summary that went out to the dev list[3]. Lastly, we finally
have a draft patch that needs some attention[4] to keep it moving forward.

This is where we'd love some help: What are we missing? Were there any
stumbling blocks for you and your workplace? Anything we should wordsmith
better?

The hope is that once this is complete, its something we can present to the
board, new sponsors, or other companies interested in getting involved
upstream on OpenStack along with the contributor guide[5] and contributor
portal[6] to help people integrate into the community faster.

Your thoughts and input would be greatly appreciated!
