Lower versions of sphinx seems to experience a problem where the exclude_patterns option is not in effect. I'd like to bump the docs/requirements to sphinx>=1.7.3 if it is not disruptive to packaging. If it is disruptive to packaging we can leave it as is. Thanks! https://review.openstack.org/#/c/589995/
