It looks like the problem is that freezer-dr is not using the
constraints list, so it is getting libvirt 4.2.0. Thanks to Matt
Thode (prometheanfire) for helping debug that!

Freezer team, I suggest you add constraints to the freezer-dr repository
before the next milestone so the next release job run passes.
