Thinking about this some more, I guess changing the default in gate won't
matter as long as some implementation of tooz is being used. My mind is fuzzy
whether or not we explicity decided to gate on zookeeper, or if what Monty says
is right that it was the only thing working so we did that. Removed my -1.
