We're currently running into failures updating requirements because of
the pbr cap in several libraries.

I see requestsexceptions, sqlalchemy-migrate, yaql, fairy-slipper,
pypowervm, gnocchiclient, reno, and aodhclient mentioned in

for example.

I'm working on reno right now.
